Circulation Loan Policy

Anne Arundel County Public Library sets loan policy and limits that will provide customers with fair and reasonable access to the library's resources.
 

A.   Checkout

  • Customers should present their library card in order to check out materials.
  • In the absence of a library card in hand, a customer may not use another person’s library account to check out, even if the other person is a member of the household. Exception:  Staff may check out a hold request being picked up on behalf of the customer.
  •  If the library card is not in the customer’s possession, materials may be checked out with photo identification. If customers do not have photo identification, they will have to verify identifying information..
  • Scanned barcode images of the library card on personal devices of the cardholder are also acceptable.

 
B.   Loan Periods

  • All items circulate for 21-days with the following exceptions:
    •  Interlibrary Loan OCLC items are specified by the ILL  Department.
    • Reference materials may circulate for time authorized by person in charge.
  • High demand  items circulate for 7-days

C.   Loan Limits

    • Total items checked out may not exceed 99 items per library account.
    •  Wi-Fi Hotspot and Historic London Town and Garden Family Passes are limited to 1 per account
    • A limit may be placed on the number of high demand items on one topic that can be checkout by a customer. The decision will be made at the discretion of the Person-In-Charge.

D. Renewals

  • Most items are limited to 5 renewals.
  • Interlibrary Loan Marina items can be renewed two times
  • Interlibrary Loan OCLC items are specified by the ILL Department

 

Circulation Loan Procedures

  1. Checkout

Library Card in Hand

  • Customer
    • Presents library card to staff
  • Staff
    • Scans library card into the ILS System
    • Reviews customers account for holds, overdue material and fines.
    • Informs customer of any available holds, outstanding debt or items.
    • Informs customer of due dates
    • Provides checkout receipt

Customer Does Not Have Library Card

  • Customer
    • Informs staff that they would like to checkout material but they don’t have library cards
  • Staff
    • Ask customer for photo identification
    • If customer does not have photo identification will ask for Name, DOB, and address.
    • Reviews customers account for holds, overdue material and fines.
    • Informs customer of any available holds, outstanding debt or items.
    • Informs customer of due dates
    • Provides checkout receipt

Overdue Fines Policy

To encourage prompt returns, fines are charged for each day an item is overdue, excluding Sundays, and library holidays. AACPL Library staff will make every effort to work with customers to recover lost items and fees.

A.   Overdue

  1.   Overdue notices are sent by email or text message only. Overdue notices are not sent

  by mail.

B. Delinquent Accounts

  1. Customers' accounts who are in a blocked status must pay 20% of the total fine amount owed to continue borrowing material at each check out, this includes accounts in collections.

B.   Collection Agency

  1.  Library card accounts with fines or fees of $15.00 or more are referred to a collection agency. A service charge to recover the collection agency fee is also assessed.
  2.  To provide ample opportunity for fine payments, a 45-day grace period is observed before a library card account is referred to a collection agency.
