Closure due to City Wide power outage

Description

City-Wide Power Outage started at 3:30 that afternoon - Original outage included other areas of the county including 3 other branches.  Return of power time continually shifted and other branches had power return and were able to stay open.  Power did not return to Annapolis until after 9 pm.  Administration made the call to close at 7:30 pm
